Cagayan de Oro City- After so many years and painstaking compliance of the rigid requirements by INREMP, the long awaited Certificate of Precondition (CP) [a certificate issued by the National Commission on Indigenous People (NCIP) attesting to the grant of Free and Prior Inform Consent (FPIC) by the concerned IPs for the Bukidnon Upper River Basin] was finally signed last February 27, 2019 at De Luxe Hotel in Cagayan de Oro City.

Regional Director Atty. Pinky Grace Pareja of NCIP Region 10 signed the certificates in the presence of DENR Region 10-Regional Executive Director Arleigh J. Adorable, West Mindanao Operation Assistant Secretary Jim O. Sampulna, FMB Director Nonito M. Tamayo, and witnessed by more than a hundred representatives of the Indigenous Peoples Organizations (IPOs) coming from Misamis Oriental and Bukidnon.

“I am filled with gratitude to INREMP for being with us from the beginning. I must say, this project was made for the benefit of the Lumad (Indigenous People). It [INREMP] has given us better lives,” enthusiastically remarked Datu Salvador M. Lugnasan, Chairperson of Tagmaray, Kalipay, San Luis, Mabuhay Assoc. Inc. (TAKASAMA)

Regional Director Pareja, in her message gave a prominence to the protection of IP rights and their ancestral domains (lupang nabilin), which was also supported by Dir. Adorable who committed to enhance the synergy and cooperation of INREMP and the POs/IPOs.

Immediately thereafter, awarding of funding checks for the twelve (12) POs/IPOs of BURB was conducted, the award has a total amount of P5,981,080.81. Said public ceremony is one among the several reforms prescribed in INREMP Technical Bulletin No. 2018-3 in order to foster transparency. The new guidelines also streamlined payments of NRM subprojects from the original 12 to only 3 releases. Another trailblazing practice is the adoption of participatory monitoring whereby the members of the community (POs/IPOs) are required to document using android-based app (i.e.: CMIS) in reporting their accomplishments.

The front-loading of project funds made the POs/IPOs even more grateful and overjoyed. Mr. Joseph Suminang, LAKIFA, Inc. and Mr. Emerio R. Singane, PO President of TUDAHIDUFA expressed their appreciation to NCIP for the CPs issued and DENR-INREMP for providing the project funds for the implementation of their NRM interventions.

Dir. Tamayo and Asec. Sampulna declared in their parting messages the significance of the ADB-IFAD loan in providing support to IPs and to rehabilitate the watersheds to productive condition both reiterating their gratitude to the IPs for their commitment to the project.
